Dennis M. O'Leary

CEO & CFO
Chairman of the Board

Dennis O’Leary is a serial entrepreneur with significant international business experience having founded Sulu Electric Power and Light Corp (SEPALCO), a firm with expertise in utility scale power generation and solar energy. He is the founder and Chairman of DarkPulse Inc., a publicly traded company headquartered in Houston, Texas that is a major operator in the smart cities sector including smart road initiatives EV’s and Infratech across the global landscape.

DarkPulse develops specialized devices that monitor activities along national borders, provide structural health and safety monitoring of critical infrastructure/ key resources including smart buildings, bridges, and oil & gas pipelines.

He is the Board Chairman for Optilan Group Ltd a global company with core operations in Warwickshire, UK with international presence in Turkey, Azerbaijan, UAE, and India whose focus is critical infrastructure including, rail, oil & gas, access control, physical security & CCTV, cyber security, nuclear facilities security, BDaaS, and is responsible for the company’s expansion and strategic initiatives across 11 countries.

Mr. O’Leary is an Ambassador for the Province of New Brunswick, Canada, and a Research Member of the NATO Science and Technology Organization.

His previous employment includes the NYPD where he worked as a member of the Manhattan North Tactical Narcotics Team, which prosecuted establishments involved in the illegal distribution of narcotics. He was a member of a joint taskforce working with the DEA and USINS in the execution of warrants related to narcotics trafficking. While at the NYPD, he was assigned to the Department of Justice as a member of the FBI’s investigative team with internal designation C14. He is a licensed private pilot with turbine experience.

 

Dr. Anthony Brown

CHIEF SCIENCE OFFICER

BOARD MEMBER

Dr. Brown has more than 10 years of research and lecturing experience gained at the University of New Brunswick, focussing primarily on the development of Brillouin scattering based distributed fibre optic sensor technology. During his tenure at the university he has been instrumental in developing numerous patents in the field of fibre optic sensing. He holds a PhD in Physics and a BSc in Physics, both from the University of New Brunswick.

Carl Eckel

Director, Board Member

Mr. Eckel is a U.S. military veteran with over 35 years of defense communications system development and support experience. Mr. Eckel’s career began in the field of telecommunications operations and continued to evolve with the rapid advancements in telecommunications technologies. While serving in the United States Air Force from 1977 to 1985, Mr. Eckel was responsible for managing leased communications accounting, planning, user requirement changes, and system upgrades and replacements for critical Air Force Satellite Control Network (“AFSCN”) Programs at Onizuka AFS, until his honorable discharge in 1985.

As a private civilian, from 1985 to 1992, Mr. Eckel served as a Database Systems Administrator and Site Integrator for Ford Aerospace / Loral where he was responsible for into customer communications requirements analysis and development of training for operations and maintenance of the classified and unclassified systems supporting all Space Shuttle and satellite activities. In 1993 recognizing the government’s need for quality affordable training for operations and maintenance of complex software and hardware communications systems, Mr. Eckel started a successful training development and delivery business that provided training to Washington D.C. area clients such as the Pentagon 7th CG, the White House Communications Agency and PACAF based in Hawaii.

Mr. Eckel worked for Allied Signal/Honeywell in 1995-96 as a Group Field Engineer maintaining critical Control Center and Remote Tracking Communications Equipment around the world, and then rejoining communications systems support with Lockheed from 1997 to 1998. From 1999 to 2000, Mr. Eckel resumed support on the government side of the AFSCN serving initially in Network Security and Systems Integration. From 2000 to 2001, Mr. Eckel served as a Deputy Maintenance Manager for ITT where he was responsible for maintenance of AFSCN mission control communications systems.

In early 2014, Mr. Eckel transitioned into the Oil and Gas Industry as a safety professional in support of pipeline integrity work, station work, and mainline projects for clients including Enbridge, Hess, Tesoro, MarkWest, TransCanada, Kinder Morgan, and Shell. From 2014 through the present, Mr. Eckel has served as a Safety Manager for Minnesota Limited, LLC where he is responsible for safety compliance, including field safety inspections, incident and accident investigation, and reporting. Mr. Eckel received a diploma in Communications Systems from the USAF Technical School in Shepherd AFB, TX. Mr. Eckel holds numerous certifications, including OSHA 500 – Authorized OSHA 10 and 30 hour trainer, OSHA 510 HAZWOPER, CPR/AED/First aid, DOT – CSA & HAZMAT Driver Training.

Dr. Joseph Catalino

CHIEF STRATEGY OFFICER

Dr. Joseph Catalino joined DarkPulse in 2021 as the Chief Strategy Officer where he is responsible for corporate strategy, development, and long-term planning. He is a business operations and management expert who relishes in challenging, high-impact projects. Catalino brings executive experience from both the public and private sectors. Most recently, he separated from the U.S. Department of Defense after nearly eight years as a government executive where he led a number of big initiatives resulting in impressive results. 

His last position at the Pentagon was as the U.S. Defense Department Representative on the White House COVID-19 Task Force in 2020. Here, he interfaced with multiple Senior Directors on the National Security Council and interagency leadership, and provided counsel on Defense Department capacity, impact, and strategic planning related to the Pandemic. He represented the U.S Defense Department at the 6th Abu Dhabi Strategic Debate on regional stability in the Middle East in 2019. In addition to his government achievements, he has led private sector firms with extensive experience in business development—with capture results and significant capital generation—and public/private health services delivery/administration. Catalino is an advisory board member of DarkPulse Inc., and KIRSH Helmets and is a Senior Fellow at the University of South Florida. 

Catalino holds a PhD in Public Policy and Administration and an MPA from Walden University; an MSA in Health Services Administration from Central Michigan University; a BS in Workforce Education from Southern Illinois University at Carbondale; and is a graduate of the U.S. Air Force War College. He attributes his successes to mentors who gave him opportunities and counseled him through many failures. As a result, he is a passionate mentor, and has guided many professionals through different phases of their careers. In his spare time you will find him in Colorado with his wife and daughter – or on a motorcycle either in the hills or on a racetrack dragging his knee.

Rick Gibson

DIRECTOR STRATEGIC INITIATIVES

Rick Gibson has had 46-year career building businesses, founded/co-founded several successful technology companies and advised over (75) others. Rick is a Senior Investor Partner at Sustainability Partners (SP), an investor in large infrastructure projects for municipalities, universities, schools, hospitals, airports and other public entities. SP has dozens of well-known customers with over $500M in projects underway. SP provides HVAC, boilers, chillers, LED lighting, windows, roofs, motors, pumps, meters, elevators, solar, broadband, EV’s, water and waste systems, all with zero customer capital, via a month-to-month utility service agreement. This is completely off-balance-sheet, not debt, and covers maintenance costs, known as “Infrastructure-As-A-Service”.

Since 1999, Rick has served as Managing Director of HOTventures, a “mentor capital fund” for the Southwest U.S., that invests in/advises fast-growth companies, in domains from Ballistic Armor to Agriculture, including IT, Healthcare, Sustainability and Media. Rick’s been involved with several companies including Idealab, the world’s leading tech incubator in the 1990’s. Rick participated in strategic planning with the ten original Idealab CEOs. Idealab created several well-known technology companies including: Overture (acquired by Yahoo for $1.6B), United Online (was NetZero and Juno), Aptera, Internet Brands, CitySearch, Energy Innovations, eSolar, Picasa, Tickets.com, eToys and Evolution Robotics.

Rick has been an investor, advisor or board member in dozens of innovation companies. Over the years Rick has been a part of some very exciting companies and his knowledge and expertise in the Infrastructure space is unparalleled.

Faisal Farooqui

Faisal Farooqui is seasoned professional with two decades of diverse experience revolving around technology advancements and business development.

He covers important verticals like Energy, Defense & Security, Healthcare, Hospitality Engineering, ICT and Transportation.

Mr. Farooqui has in-depth knowledge and  and is skilled in technology solution design and development (software, firmware & hardware), business development, revenue planning, operations, vendor development & procurement, team building, client relations & project management. He is an expert with Asia and Middle Eastern territory.
